SOVEREIGN MIND is not a policy document. It is a structural architecture for AI under accountable command. Each layer is enforced before the layer above it can act. The Constitutional Floor is immutable. No agent process can modify it.

ORIENTATION LAYER CONTROL
The governance approach is not execution-layer guardrails. SOVEREIGN MIND shapes orientation before the agent acts — what the agent perceives, how it frames the situation, what doctrines apply. Guardrails come too late.
THREE-TIER AUTONOMY
T1 Autonomous · T2 Supervised · T3 Commanded. Mode is a deployment-time mandate, not a runtime choice. T3 actions halt and hold for explicit human authority. Tier transitions require commander approval and are logged to CHRONICLE.
GATE NODE EVALUATION
Before any agent action executes, the Gate node evaluates the action against the active ROE Card sequence: Charlie → Alpha → Bravo → Delta. Pass or halt. No partial execution. No exception path.
CONSTITUTIONAL FLOOR
The L1 floor is immutable. No agent process — including the orchestrator — can modify it. It defines what no Foundry action will ever do, regardless of mandate. This is the limit beyond which intent does not extend.
CHRONICLE PROVENANCE
Every agent execution is logged to CHRONICLE with full decision provenance. Inputs, gate evaluation, action taken, outcome, timing. The audit trail is the deliverable, not a by-product.
WARRANT CERTIFICATION
Each Foundry agent deployment carries a WARRANT certificate — the assurance framework that maps the agent's behaviour to the doctrine. WARRANT is the contract between the doctrine and the deployment.
COALITION COMMAND
Mandates are portable across Allied operations. Standing Orders translate between national doctrines. Multi-national engagement is a design primitive, not a retrofit.

JSP 936 ARCHITECTURE
The principal MOD AI policy framework, November 2024. Foundry's governance architecture satisfies JSP 936 by design — five ethical principles, RAISO supplier assurance, lifecycle governance, meaningful human control. Full mapping in vault.
NATO PRU COMPLIANT
Six Principles of Responsible Use, revised 2024. Full alignment across all six. PRU-E Governability is the standout — Foundry exceeds the standard through structural non-operability without governance.
EU AI ACT ANNEX III
High-risk AI system requirements. Three-tier autonomy plus Gate node evaluation plus CHRONICLE audit trail provides the technical documentation required under Article 11 and the human oversight required under Article 14.
CERTIFICATION FRAMEWORK · IN DEVELOPMENT
Five modules. One assurance contract.
WARRANT is the certification framework under development. It maps deployed Foundry agents to SOVEREIGN MIND doctrine and produces an assurance package that satisfies JSP 936 RAISO requirements, NATO PRU evidence, and EU AI Act Article 11 technical documentation. Five modules cover the lifecycle from mandate through retirement. CROSSFIRE engagements produce WARRANT evidence as a primary output.
